前言

近日，上海市通信管理局印发《关于上海市信息通信业主动作为 以行业高质量发展助力我市新型工业化的指导意见》。

指导意见提出，全面落实工业和信息化部、上海市委、市政府推进新型工业化的重点任务，有效落实《关于推动我市基础电信企业高质量发展的指导意见》，加速培育和发展新质生产力，以信息通信业高质量发展持续赋能助推新型工业化，建立完善以行业高质量发展助力新型工业化的“1＋5＋12”的工作体系。

2024年上海市产业体系

上海坚持以科技创新推动产业创新，聚焦智能化、绿色化、融合化，并且将不断持续加快建设“(2+2)+(3+6)+(4+5)”现代化产业体系，大力发展新质生产力。

"2+2"

两融合、两转型。促进先进制造业和现代服务业的两个融合，以及所有产业尤其是上海传统产业要实现数字化转型和绿色低碳转型。

"3+6"

中央要求的集成电路、生物医药、人工智能三大先导产业，以及上海有特点、有基础、有优势的电子信息、生命健康、汽车、高端装备、先进材料和时尚消费品六大重点产业，要打造上海高地。

"4+5"

培育数字经济、绿色低碳、元宇宙和智能终端四大新赛道产业，抢先布局未来健康、未来智能、未来能源、未来材料和未来空间五大未来产业方向。

近年来，上海市集成电路空间布局不断优化，正打造“一体两翼”空间布局,“张江研发+上海制造”的协同发展格局逐步形成。临港新片区实现工业总产值超1000亿元，年均增幅达到30%，加速建设“东方芯港”特色产业园。上海市集成电路产业“一体两翼”空间布局如下：

生物医药

生物医药产业是上海重点发展的三大主导产业之一。“十四五”期间，上海将重点发力高端生物制品、创新化学药及制剂、现代中药、高端医疗器械、技术服务、医药流通等六大产业，到2025年，初步建成世界级生物医药产业集群核心承载地。

上海市深化“1+5+X”为主体的生物医药产业空间布局，打造张江生物医药创新引领核心区，临港新片区精准医疗先行示范区、东方美谷生命健康融合发展区、金海岸现代制药绿色承载区、北上海生物医药高端制造集聚区、南虹桥智慧医疗创新试验区五大特色产业区，培育特色产业载体。

在人工智能领域，上海市深化构建“东西互动、多点联动”的产业布局。完善“4+X”总体布局，推进浦东张江、徐汇滨江、闵行马桥、临港新片区等四大优势产业集聚区创新发展，在全市因地制宜建设一批特色品牌载体。聚焦人工智能的赋能和引领，加快推动人工智能在“五个新城”建设布局，形成特色鲜明的发展格局。

上海市经济发展目标

2024年上海经济社会发展主要目标为：经济发展稳中提质，全市生产总值增长5%左右，地方一般公共预算收入增长5%，工业战略性新兴产业总产值占规模以上工业总产值比重达到44%以上。在产业方面，全力构建现代化产业体系，进一步推动产业结构转型升级。

打造世界级产业集群

实施新一轮三大先导产业发展方案，打造世界级产业集群。加快集成电路关键环节研发攻关，推动下一代技术创新融合发展。布局生物医药基因和细胞治疗、合成生物学等前沿领域，建设医企协同研究创新平台、产医融合创新基地。瞄准人工智能技术前沿，构建通用大模型，面向垂直领域发展产业生态，建设国际算法创新基地，加快人形机器人创新发展。

巩固提升重点优势产业

打造电子信息、生命健康、汽车、高端装备4个万亿级产业集群，先进材料、时尚消费品2个五千亿级产业集群，在民用航空、高端船舶、高端医疗器械等细分领域培育一批千亿级产业，积极创建国家先进制造业和战略性新兴产业集群。提升电子信息产业能级，建设新型显示、智能传感器等领域重大项目和创新平台。发展智慧医疗、精准医疗等生命健康新产业。加快打造新能源汽车爆款产品，扩大燃料电池汽车示范应用。推动大飞机、航空发动机、LNG船、大型邮轮等产业加快发展，建设全球动力之城。布局大丝束碳纤维、膜材料、复合材料等创新载体，建设新材料中试基地。推出服饰尚品、化妆美品等时尚消费新品，引领消费新潮流。

布局新赛道和未来产业

落实“四个新赛道”与“五大未来产业”行动方案，发展区块链、Web3.0等数字新经济，推动元宇宙重大应用，布局碳捕集利用、“氨-氢”、高效储能等绿色低碳领域，打造智能网联汽车、智能机器人、智能穿戴、虚拟显示等终端品牌；加速布局未来产业细分领域，建设张江、临港、大零号湾等未来产业先导区。
